The Independent Electoral and Boundaries Commission has assured the public on its preparedness and more emphatically on the rectification steps of whatever brought the irregularities and illegalities that led to the nullification of the presidential election results by the supreme court.
Speaking at the Nairobi Safari Club Hotel to students drawn from all corners of the country under the umbrella body Universities and College Students Association of Peace Kenya (UCSPAK) on the youth’s role in delivering a credible election atmosphere, the commission’s representatives noted the illegalities that led to the result’s nullification and spent more time to highlight on its corrective measures to ensure the commission adheres to all laid down rules and regulations in an electioneering process.
The irregularities touched on revolved majorly on the transmission and verification modalities.
The corrective measures put in place by the commission include,
Standardized training of all persons who would act as election officials. This would also be decentralized from the national level right to the counties and constituency levels.
A detailed emphasis on each person’s roles, assignment of roles and bearing personal liability in case of failure to do the expected.
This is expected to net down the few rogue officials who end up giving the commission a tainted image.
Upgrade on transmission.
The KIEMS kit is now configured to transmit both image and text data concurrently, as opposed to the initial way that didn’t allow for that.
Gazetment of complementary systems for transmission in places of network unavailability.
Reduction from 10,000 to 8,000, the number of “out of reach centres” and in the remaining cases, dual service provider sims and modems to be provided for easy transmission.
Emphasis from the national way down to the constituency focus.
Hopes to reduce the undue attention at the national centre and instead first focus on the sources of the data, with open projector and live media houses streaming.
Partnerships with media houses for live coverage of elections, tallying and even transmission.
A step by step process for retrieval of misplaced forms and sealing. The roles of agents and witnesses in such a scenario.
Standardization of all forms with security features. To enhance credibility.
The presence of IEBC ICT agents at all processes involved in the election; printing, loading, dispatch, opening of voting.
